Hi and welcome!
It possible to create NPR graphics using Blender's shader nodes. See for example

You can ask a question on how it was done from the author of Blender Lounge.

Hi and welcome!
https://www.blend4web.com/en/article/35/
I was invited to check out this siteYou can also use GIMP normal map plug-in for this task.
http://cpetry.github.io/NormalMap-Online/
It converts a black and white bump map into a normal map.
Is there any chance bump maps could do it to the node editor? would it be from Blender or Blend4web to do so? I can't figure out who i should ask. Please take a look at this tutorial for using normalmaps in node materials.

It would be cool to have a "Look At Object" button as well, that just looks at the object in question, and also updates the camera in Blender to reflect what the user will see in Blend4Web. ( currently, changing the target location doesn't update the camera in Blender, so you will see something different when you export if it's not looking at that location in the editor )The possibility to point the camera to the 3D cursor position was implemented in 15.11.
The cursor itself can be snapped to an object using the standard Blender menu Object > Snap > Cursor to Selected (hotkey Shift-S).
