When I added SSL (HTTPS) to the server it increased the latency

Have you tried the "Move To" node?
I uploaded an example for you. See attached items below (little paper clip icons).
Also it is hard to answer your question because you posted in many places on this forum.
If you go to the Newbie Question area you will see a link at the bottom to "Create New Topic" down at the bottom of the page. Then you can make your own topic posted in just one place

Yes, Blend4Web could definitely do this but you would also definitely need to code. Blend4Web has a full features JavaScript API. You are talking about a well developed app.
Have a look at what NASA did with Blend4Web: https://eyes.nasa.gov/curiosity/
Also there are many example applications within the SDK. These might be worth your time to explore.

Each time you export, the files in /blend4web/apps_dev/webplayer are used as templates. If you alter these files, for example remove buttons, you exports will reflect that change. Remember though that after you make a change you will need to recompile the Webplayer project in the Project Manager. Scroll down to the bottom of the Project Manger to find the Webplayer project, then over on the right there is an option to "Build Project". This will recompile the changes you made. I recommend making backup copies of the original HTML and CSS files that you alter. When you upgrade to a new version of the SDK, you will want to transfer your custom files to the new SDK.
Also in your Project manager check out the project, "Webpage Integration". It uses a transparent background. You can view the source files in your SDK at /blend4web/apps_dev/tutorials/web_page_integration.

Maybe you already did this, but this is how I line things up.
See attached image.
If you want to line things up in the top, left corner, lay out your UI objects and line them up with each other. Set your camera to look at them how you want.
Then set the 3D cursor a little above and to the left of your group.
Go to Object > Transform > Set Origin to 3D Cursor. Do this for each object in your UI.
When you set these objects as UI element on your camera, this origin point will be in the top left corner and each of the objects will be in their relative positions. You only need to apply scale if you change size on one axis. For example if you select all of your UI elements and scaled them up or down, you would not need to apply scale
